Yes the perceiver can perceive itself. Who is adding and dropping thoughts? Someone, right? That is you, conscious of your mind, aside of your mind, observing your mind... Problem is that the mind takes over all the time, we tend to get lost and identify with thoughts, that is, the perceiver loses consciusness, the mindbegins to wander, and the perceiver is forgotten.
