Because you can't let the filthy rich, the middle class, and everybody in between gang up and vote against the poor, which is what would be happening if you held such a referendum in the USA and basically asked the majority if poor people should be left to die.

Gov, make a law that prevents the insurance companies from tricking and reaming the individual who comes down sick and "force" the insurance company to pay.
Don't punish all the citizens of the US for insurance company's crimes against humanity.
