If this is indeed hindering progress to better manufacturing then perhaps the most important area in need of change is intellectual property... preserve business interests and competition while allowing a single manufacturer to produce the entire device from scratch.
Perhaps an IC should no longer be a physical device... but rather a 'silicon signature' of some sort.

It's good to see developments intended to help tackle this rather serious issue.
How far away are we from creating entire circuits from pure silicon? Second most abundant element on Earth and proven to be extremely versatile (from transistors to glass). It seems as though we're very close to doing this (other than for things like LCDs), with the main setback being that a single device will be manufactured using components from 20+ suppliers.
