It does have lyrics, but it's not the Mr. Softee lyrics. This is the jingle for "Pop goes the Weasel." This guy just needed some YouTube attention.

Slow the song down to half time... And you get POP goes the Weasel.
Same notes, chord progressions, etc. It's just faster than Pop goes the weasel.
You should take a music course... you might learn something.
