[NOTE: The Officer carrying the weapon (because spawned alive) may have had the weapon knocked from her hands in a fight with Deathclaws. Since this sometimes seems to remove the item from her inventory, this can make finding the weapon rather difficult, though it is normally in the general area of the corpse.]

I would just like to point out that with the right skills, this weapon is probably the best in the game. The reason for it is that it hits 30 times each second and it can net you a critical hit EACH time.That means 30 chances for crit hits each second. In addition, the weapon comes with an unusually high crit rate.

If you level your unarmed skill and have high luck, you can kill pretty much any monster in the wasteland on very hard in a matter of seconds, which is completely silly. Check it out!

You know, I you go to tenpenny tower and kill a particular guard, you get a key which you can use on a compartment on a wall in the fenced area outside, but still within tenpenny tower which gives you the ripper.
