The 4 Canadian teams (3 In MLS) play against eachother, and the winner gets a CCL Spot. The Canadian Teams don't compete against the American teams for CCL Spots. So Toronto just needed to win 2 games (they did against Montreal & Vancouver) and boom, they were qualified
