This is a modification for Half-Life 2 called "Gmod". And, no, I didn't made this ragdolls I only downloaded it.

technically link does talk just not in any of the games, he talks in the anime (annoying) and in the comic book (pretty good for the most part) so in the game sense its a tradition but not the rest :P
