Angered by Monty's arrest, Frank channels his anger in frustration towards Jacob's passively-aggressive and naive attitude for reality, all within the post-decadent world of the 9/11 tragedy. This scene also stands as a metaphor for the image in the window, that of being faced with the decisions of either "running," "death" or "redemption."
