The one in the left is bugged and it stays same after taking the bones :(

@Davoken I figured it out after that. The one I was stuck on was the gear linked to the one under water. The others I just looked all around them and found the invisible bones....

@SlimePr0ducti0ns Hmm, that's even stranger. In this video, the bones are on the floor due to a bug. Have you checked the floor around the cogs? Normally they are actually wedged into the cogs themselves but have a look for bones around the room.

@ginger16284 go North/West of the College of Winterhold youll find a cave named SeptimusSignus Outpost there youll get the item to open the mechanism
