There are people out there like the guy that Matt Damon portrayed in the film, "The Informant" that get excited with the idea of working with the FBI that they start their own investigations of innocent people just so they can pretend to be working with the FBI. I've met people that have nothing in their own life and it gives them a feeling of being needed and self-importance. The problem is that they usually create "bad guys" where none actually exist and cause problems for the innocent.
