The following is derived from a promotional
video from BAE Systems, a European
defence contractor. It depicts the use
of robotic bugs for surveillance in an
urban terrorist scenario.
Note that this obviously mechanical
device would be easily spotted; real
devices would be at a minimum be colored
black or decorated to look like
genuine bugs for increased stealth, as
in the video...
What is not shown in the video are the
more nefarious applications of these
"robobugs". They leave no fingerprints
and are remotely controlled, making it
difficult if not impossible to identify
the operators.
They can thus be used to to deliver poisons, drugs,
and bioterrorism agents to unwitting targets,
without danger to the operator or risk of
being caught.
In fact, the US Government has already developed
these types of devices in secret, and is using
them to perform clandestine, illegal
surveillance as well as non-consensual medical
experiments on US citizens; the modern
continuation of the MKULTRA program.
The US government doesn't admit that they have them already,
but knowledge of the program is known; see:

Jonahansen, Don't be so freaked out man.. the link you sent us to says the exact opposite. Cyborg insects, he says, are an order of magnitude away from today's more standard surveillance technologies.

Uh - I think that means they are an order of magnitude away in terms of capabilities, that is, the ability to enter buildings, crawl through small spaces, and do so undetectably. Not an order of magnitude away in time - is that what you were referring to?
