Actually you do need a State Land Permit to ride at Fantasy Island. And although it typically it isn't enforced too often, they do occasionally come out and ticket folks who don't have the pass showing in their windshield. $20 for a year's pass is worth it to ride Fantasy Island and the other awesome trails around Tucson that are on State Trust Land.
