Video streaming not taking up all bandwidth?

I recently got 1mbps connection in Dhaka,Bangladesh.

DU Meter shows that when I download using IDM, or utorrent from the web, I get the full 1mbps but when i stream videos from Youtube and other websites, the speed goes up and down from drastically and frequently (leaving the red timeline youtube buffer bar to a stall). This is sometimes the case with browser based downloads. I was told that I will always get greater than 75% bandwidth (1mbps) at peak times! Looks like my downloads are perfect, but stream suffers a lot at less than 60% of the bandwidth (1mbps)!

What is the problem? My ISP does not throttle streaming + It seems to have no packet losses, and pings are great! Is there a technical reason to this problem?

What could be the problem? This is just driving me nuts! It happens with all browsers.
