Wow. The Carver pre-amp and amp are still going strong. Carver made some great components. My M400t is from 1983 and my pre-amp is from 1992 and so far still work.
I have this same Rega turntable and same Shure cartridge with an upgraded Jico needle. I know what you are talking about with the needle not clearing the record, but one way to remedy this without shimming the tonearm is to loosen the plastic lift with a very small allen tool and move it back and forth to raise the plastic lift. Once I raised the lift, it seemed my VTA was perfect (though adjusting the lift doesn't affect VTA). I used a ruler to check VTA down the tonearm.
