You can run diesel in the tunnels to Penn Station, it is not "illegal" just that the operation rules prohibit it (as the fumes can be a problem with passengers and the ventilation fans are only used for emergencies (saves on fan maintenance costs))

No, these tracks do lead to that further north in Riverside Park. This is a cut located in mid-town Manhattan between West 48th & 49th Streets
