The UBCS is the Umbrella Biohazard Countermeasure Service that was sent in under the guise of saving civilians but was actually sent in so Umbrella could Collect live data on the B.O.W.'s that had broken out in the city . The USS were sent in to wipe out any and all evidence of Umbrella's involvement as well as collect any and all samples of the B.O.W.'s.
