Plain & simple, If I was a permit holder of construction fence/barricade and ‘MY Fence/Property’ was altered via anyone tampering with it, in usage of tools aka, paint brushes or rollers, and public got hurt after the fact of tampering, via any reason, I will bring all the whitewashers as individuals into a law-suite as co-defendants, in adhesion for tampering with something they had no rights to touch, which wont be frivolous litigation and my lawyers will earn their money.

While I get the message, some of those places DID look like they were being used by the public. From the looks of things, there were posters for public events and things like bands trying to get known. Maybe if they made a point to only remove big corporation ads?
