You can not understand the Old Testament unless you first come to the conclusion that God is Righteousness.  It's because of His mercy and the image of a 'chosen people' that God showed His love to the world. Sin will always be dealt with, now and in eternity. We are FORTUNATE to have a chance to be forgiven of all our filthy and corrupt deeds. That is each person's own choice as they are free to sin all they want.
