The gun can be found at Wins Hideout (no mapmarker). There is an unmarked quest related to this weapon, called 'A Pair of Dead Desperados'.

This gun is amazing when you have 100 guns skill and run and gun. I can easily kill deathclaws outside of vats, even with just regular 9mm ammo, Definately worth getting and is one of the best guns in the game IMHO.
