Management Sciences for Health (MSH) believes that an important of part of increasing access to HIV/AIDS prevention and care in low- and middle-income countries, is to take a systems approach to HIV/AIDS programming to improve integration, efficiency, and sustainability.
In Rwanda, MSH has helped the Government of Rwanda to extend the benefits of HIV/AIDS funding and strengthen primary health services by assisting with the implementation of a nationwide program that rewards health facilities for improved performance in both quality and volume of care.
