This is a private in third company in the norwgian batalion His Majesty the Kings Guards (Hans Majestet Kongens Garde - HMKG). They are a pure show (drill and music) company, and one of the best in the world at what they do. But most of HMKG is of course "normal" armed combat soldiers in addision to beeing gards at the royal residences.
