These kind of crimes have nothing to do with the regimes, mostly happen in a society where there is lack of education in the majority of it's population. In Shah regime there also were many this type of injustices (by Groohbanha or Pasebanha). In fact most of earth human beings when got the power then they abuse it and do lots of crimes because of that. Awareness and education are the main key for every individual one in order to have a successful society or a civilised country.
