Yes and that plan goes back to the 70's at least. It is not Republicans that had this plan but the NeoCons.  Republicans are not the enemy, just the greedy, ignorant criminals of the Republican Party, ie the NeoCons.

I can't say with absolute certainty if Dick Cheney is evil (he may just be insane or senile). But there's no denying that he has most certainly DONE evil on a very large scale.
