The GE's in front, being bigger locomotives probably have bigger resistors for greater dynamic breaking capacity than the SD40-2.
The bigger resistors in the GE's aren't producing as much heat under the equal strain as the SD40-2.
Therefore the electric fans that cool the resistors aren't running as fast in the GE's as the one running full blast on the smaller and hotter one(s) of the SD40-2.
The faster the fans are spinning. The greater the "whining" sound. Which explains the SD40-2.

Those 2 GE's are hardly in dynamics maybe 1 or 2. Older EMD's always rev up as soon as you put them in setup. Theres really no way to tell how far emd's are in dynamics unless your watching amps.

I am surprised at the so called "experts" who have posted comments about this, that can't tell the difference between dyn. bk. and the turbo in power. Who gives a dead mooses last shit either way. At least he got stopped. Thats what I shoot for when I am running!
I assure you that this train was in full dynamic brake, with a large air brake application on as he passed the camera. I am an engineer for NS on this route, and Lancing is on a 1.1% grade. If he hadn't been in full dynamic here at the speed he was going, he'd have ran through the block which is just out of view around the curve.

the hill downhill grade just around the corner helps slow the train too.

DRG1939 I got your email, your comments were appreciated. For the record hoverhead047 is another loco driver from my depot. The boys at work find this thread very amusing, as we have 3 locomotive drivers (yourself included) being told by a fitter that we weren't there so can't be sure what the sound was. turbomecca if you work for CSX I challenge you to show this video to any qualified engineer and have him disagree with the other 3 engineers posting here!
