So in away this was Wily's most elaborate plot, and the only one to span across 2 games.

@nekomarulupin He probably created 4 RM in advance just in case Megaman caught on it was him, so he could be busted out of prison and carry on with his plan.
So you see, Hijacking the robots under the guise of Mr.X was a decoy. why else would he disguise himself as an evil villain if he is one to begin with? by sponsoring the world robot tourney, he could
1.Keep Megaman distracted
2.Keep the world off his back
3. have enough time to set his real plot into motion.

So to explain the events of 6. Wily disguised himself as another villain in order to keep the heat off him. He used the robot tournament as bait for Megaman. If he could keep him busy on the robots he reprogrammed during the tournament, he could use that time to construct Bass, and at the same time keep people from suspecting he was up to anything.

on an interesting note, Megaman 6 is actually not concluded until Megaman 7.
According to the opening sequence, wily had 4 RM is stasis so they could free him from prison. That means he would have had to have build them before or during the events of 6. Also, Bass is in the opening sequence, so that also means that bass had to have been built during Megaman 6.
