Even though I disagree greatly with Bush's ideas (I'm a Democrat), I think that the word makes perferct sense when etimologically analized:
Mis - Wrongfully
Estimate - Consider the capability of a certain individual.
Under - Estimate: Consider a person to be less capable than they are in reality.
Mis - Under - Estimate: Wrongfully consider a person to be less capable than they actually are.
The word may not be recognized, but it makes perfect sense.
