I live about fifteen minutes from here. The town actually has (or used to, not sure if they do anymore) people dress up and you can walk through it and they jump out at you on Halloween. I've never been, sadly.

Not to burst anyone's bubble, but I have seen flourescent lights with battery backups in them. They automatically take over when main power is lost. Having the electricity back on to the building before shutting off the panel may have recharged it enough to work.
