No, it's found in Airbus aircraft, it only happens when the throttles aren't idle at 20ft AGL, just to remind him to set them to idle.

Retard means to tell the pilot 1f he/she should abort the landing into a go-around.

I'm pretty sure it meant "reach arm" to tilt the plane slightly up for the wheels to touchdown first @ the back
