the tower actually was probably paid for by people that fly in the way of user fees. I don't if the city did anything to fund the tower. Though it wouldn't surprise me as the airshow would bring lots of business.
Please correct me if I am wrong but I assume you mean "not right that taxpayers have to pay for it"?
The level of air traffic at EAA Airventure brings unique operating procedures and reduced safety margins such that we welcome any improvements to the infrastructure. Airventure is so critical to aviation success that it makes sense for the Feds to invest in it. In fact, most airports in the US receive some level of federal funding. There is no bigger trade show for aviation.
I'm sure it's a great training opportunity for controllers
