The song is sung from the daughter's perspective (though the singer is the man Okabayashi). She laments their poverty, a poverty so great that it prompted her mother to run off. The daughter longs for the absence mother, a woman who presumably would take her out clothes shopping and buy her cute stuff (like skirts with tulip appliques on it). How's that?

Well, you could try the other singers I have songs for on this channel. Also check out Nakagawa Goro, who is fantastic, and Mikami Kan, who is so radical that his lyrics sound almost like punk, though the music is sort of folk. Hope that helps. (Ah, by the way, I list the Japanese names in Japanese order--that is, family name first and given name second.)
