1) In 1948 there was no country of Palestine. The U.N. approved a plan to create a Jewish State and an Arab State. The Jews accepted this, the Arabs did not and attacked with the public goal to annihilate the new State of Israel.

2) Here is a list of current and former Arab Members of Knesset en.wikipedia. org/wiki/List_of_Arab_members_­of_the_Knesset. 16 current Members. Arabs are in government, courts, Israel Defense Forces, everywhere. Equal citizens.
