I know NOE flow is on a whole another level even lil wayne has heated up better than HOVA the GOD but NOE is blessed with the best vocals in history I am really dissapointed becaues Honestly JAY Z really has not made as good of quality than NOE and his really just getting started. I just want to see NOE put out the highest quality rap. But its is safe to say lil wayne is past Jay Z from a lyrical POV but he does not have that consistency of achievement as Jay z from RD to BP3
