@ElectricalBurns V is Everyone. Alan Moore himself declared that V was not Valerie. Valerie was a woman, and would not have been referred to by fascists as a he.

@viva9626 This isn't just a cover. David J is a great friend of Alan Moore, they even played together in a band, not to mention he is a member of Moore's occultist group. I'm pretty sure this was, if not supervised, at least approved by the man himself.
