Janet Napolitano Says Lone Wolf Terrorists Are On The Loose, Adam Gadahn Makes DHS Video

DHS = Terror Incorporated. Nearly 10 years after the September 11th attacks, the nation's top counter-terrorism official said at NYU Law School Tuesday that the terror threat has evolved significantly and that U.S. citizens have to re-engage with vigilance. NY1's Bobby Cuza filed the following report.

If the death of al-Qaida leader Osama bin Laden last month led anyone to believe the terrorist threat has been extinguished, Homeland Security Secretary Janet Napolitano says that is not so.

"The threats from terrorism are still here. They're not going away. They're real and they are rapidly evolving," she said.

Napolitano told an audience at New York University Law School in Greenwich Village on Tuesday that intelligence gathered from bin Laden's compound only confirmed al-Qaida is still determined to target the West.

While a September 11th-style plot may be less likely, smaller plots are on the rise, often involving so-called "lone wolves," and increasingly, U.S. citizens.

"We now operate on the assumption that individuals prepared to carry out terrorist attacks may be in the United States and could carry out acts of violence with little or no warning," said Napolitano.

As a result, Napolitano said Americans must rethink how they deal with terrorism, and everyone, from citizens to government officials, must be involved.

Napolitano pointed to a study that found of 74 terror plots foiled from 1999 to 2010, one-third were stopped by members of the public. That is a reason why Homeland Security has borrowed the MTA's "See Something, Say Something" campaign here in new york and expanded it nationwide."

"We have to get to a place where every part of our society is cognizant of the kinds of threats that are out there and empowered to take some common-sense steps to help counter them," said Napolitano.

That, she said, would be a fitting way to commemorate this year's 10th anniversary of September 11th.
