yes, there is confusion - getting the same pay for the same job doesn't deal with pay differentials between job classes where males predominate, or women - and invariably the job classes with more women in them are paid less than male dominated jobs - regardless of the true value generated by the incumbents. Its been and issue for decades and it continues to be an issue because it's not equalised yet. YET!!
