@Tien497 Wouldn't say failing miserably, They may suck, but there is a ton of them to wade through.
As far as I know, they don't really follow the geneva convention. The US probably would of nuked them if it werent for the fact that there are still civilians there.
And I'm sure that they haven't even spent a billion yet. They said thats how much they are putting into the fund, but that fund is used slowly overtime, terrorism exists in places other then al-queda.
