This type of crime is punishable by death in China. We don't hear about Madoff of China because nobody in their right mind would commit this type of crime there. Here in the U.S. it treated as "It's just money..." It's terribly minimized hence there's no effective deterrent.

Everyone is a sucker for a Ponzi scheme. It's hard to believe so many people capable of achieving a certain level of wealth were sucked into this massive fraud.
