I don't know where you're getting your "history" from. The civil rights act had bipartisan support and bipartisan opposition. The republicans and democrats who opposed it shared one thing in common, they were all from the south. After that southern voters turned against LBJ and dixiecrats in general. Now only one party represents the south.
