This is a guitar remix of the song U.N. Owen was her? composed by the creator of the popular Touhou Projects which are a series of 2D shooting games. He goes by the name ZUN (Speculated name: Jun'ya Ota.)
The theme song itself has become highly popular aswell as subject to countless remixes.

"U.N. Owen was her?" can be heard in Touhou 6: Embodiment of Scarlet Devil and plays during the encounter with Flandre Scarlet who is this game's extra boss.
