The Obama administration is leading a new push for negotiations on FMCT (Fissile Material Cutoff Treaty) to halt production of nuclear bomb material. Some analyst say that this move can further aggravate tensions with Pakistan, which has blocked the start of talks. Dayrl Kimball of Arms Control Association *INT* says though Pakistan has been the key reason that these negotiations have not began but the push for FMCT is not about the relationship between Washington and Islamabad. Instead it is about the broader global effort to reduce the danger of nuclear weapons. Pakistan demands to take away existing stocks of nuclear weapons and fissile material from member countries. Bob MacDonalds is senior director of the Nonproliferation and Arms Control Program with the USIP Office of Special Initiatives. He says *INT* Pakistan's existing position about stocks and fissile material is logical but the way to get there is through the process of first stopping the production of new material. He added, if Pakistan enters in this process this would help it address it legitimate security concerns from India because Pakistan can get a handle on India's Fissile material only through a negotiated process.
