while i kind of agree with joyness, l.a. skid row isn't just some place where people end up at random. a lot of drunks, people with mental health problems, and cons are released into the area. some neighboring communities police departments "dump" people in skid row. it's against the law, but the police definitely do it, and they've been caught on tape. skid row isn't random - it's not planned - it's the place where custom dictates is the place to make people "disappear" from society. l.a.!

peppy, you're ignoring the reason why there are black ghettos: they weren't allowed to live elsewhere, and they were not allowed access to decent jobs. this area they're in, it used to be the japanese area, and during the 40s, when blacks were migrating to work for the war effort, they were crammed into the (then empty) ethnic neighborhood. there's no need for generalizations -- l.a. skid row is the product of government racism.
