@twiggymac Actually it is a combination of both. For instance I could touch both terminals of a car battery that can deliver a huge amount of current but becuase the potential difference (voltage) between them is only 12V and my skin resistance is so high only a small amount of current will flow. Remember that I = V / R .
But yes, generally there does need to be a current of around 60mA or more flowing through the heart at a voltage of around 50V or higher in order to "push" that current.

For it to be taser you need constant flow.. not just a "PANG!" It would most likely give some nasty burnmarks, and a pissed of guy ready to stomp your teeth in.
