Pretty sure the "Shut off" instead of "Shut up" was just a transcription fail.
In Korean, the letter they use to write the "U" sound in "Up" is the same (or at least very close) letter that they use for the "O" sound in "Off". They also use the same letter for "P" sounds and "F" sounds.
I think that the lyrics were written entirely in Hangul (Korean alphabet) originally, including the English parts, and were later translated into English for the subtitles that JYP always uses.

i think they used Shut off boy because they wanted to censor it, it was originally shut up, but korean broadcasting sector is always touchy so they try to censor as much as they can.
