While is it not stated explicitly, it seems to me that the implication was for a small income tax accompanying a reduced sales tax. As it was clearly stated, there are federal funding reasons why it could be in our states interest to have such a system. Also it was abundantly clear that Governor Gregoire had NO intention on pursuing this without the consent of the people. Rossi's attacks on this issue are as hollow as his denying he want to reduce the minimum wage

Partial income tax? I don't think so. While it is fine if we have either a sales tax or an income tax, it is rather plain that our alledged governor wants both.
