See this is just irresponsible, even from a town planning point of view. Even a developer is exposed to litigation on a promise that can't be kept, let alone the water usage rights issue. Doesn't this creep you out when there are whole towns abandoned in the rust belt with ready made utilities going to waste, even if that's all they have? I may be "out of town" but hello... it's the desert. This is just insane, even if your'e not a greenie. "It makes no sense whatsover."
