If Saddam had WMDs (he did not) and was in material breach of Res. 687 (any of the numerous resolutions against Iraq, really) then the Security Council would have had to authorize military action against Iraq. The US instead entered illegally and unilaterally, engaged in a mass bombing campaign to ensure that Iraq had no air deterrent, and proceeded with a very impressive ground invasion.
