Well if Spurs sign him he will be another Arsenal reject just like Jamie O'Hara as Wenger had him on trial and recommended Palacios to Bruce who was at Brum at the time! He is a good player though so hope he doesnt go to you White Hart Lane loons he should stay at Wigan unless a top 4 side come in for him!
