Canada was the only one out of 47 members of the UN Human Rights Council to protest a package of new procedures that dropped Belarus and Cuba from a blacklist while subjecting Israel to permanent indictment.
The Council declared a "consensus" agreement despite Canada's protests, and refused to let Canada vote on the package.
