Counter-example: Several Israeli Prime Ministers were born abroad, including Golda Meir and David Ben-Gurion.

If someone foreign-born runs for office, I think his allegiance should be questioned. I would be cautious about someone who came to America only recently. But keep in mind that just as converts are often the most zealous adherents of a religion, so too immigrants can be far more patriotic and devoted to their adopted homeland than those who were born there.
