these are two females. They are nipping at each other's legs because they are trying to establish which one of them is the dominant friend of their pair. They are so close in rank that they don't need to be overly aggressive to determine the new status.

I'm sure you're right. I never got that close a look at them (if you know what I mean). But I like my romantic explanation better.
